Jose Epigmenio was born on April 9th, 1862 in San Judas Tadeo, Villanueva, Zacatecas, Mexico and his baptism took place there on April 9th, 1862.^1 2

Jose Epigmenio's father was Jose Lorenzo de Jesus Ortega (Balenzuela) and his mother was Dionicia Mendez.  His paternal grandparents are Maximino Ortega and Maria Petra Balenzuela (Ortega); his maternal grandparents are Gregorio Mendez and Juana Delgado (Mendez). He had three brothers and a sister, named Miguel de Jesus, Jose Remigio, Jose Jesus and Ma. Josefa Del Refugio.  He was the third oldest of the five children.
